Since the early 1920s, this large flag banner has been suspended by piano wire high in the Capitol's dome. The banner was the symbol of the emblem of the Grand Army of the Republic (GAR) and was painted on canvas by Joseph Czizek. Czizek painted the banner as a reminder of Iowa's valiant efforts to preserve the Union during the Civil War. The inspiration for the banner materialized during a Civil War convention in Des Moines. The banner was retained as a permanent decoration by order of Governor Nathan Kendall in 1922.
